motherhood, and fatherhood shall be protected by the State” The system of central &#13;
and local government institutions for the protection of children’s rights has been &#13;
established in Ukraine to ensure the protection of children’s rights and to counter &#13;
negative factors in the children’s environment. This is in line with Article 3 of the UN &#13;
Convention on the Rights of the Child which stipulates that Member States shall &#13;
oblige to ensure compliance of all institutions, services and agencies for child care &#13;
and protection with the requirements established by relevant authorities, particularly &#13;
regarding safety, health care, personnel competency, and supervision requirements. &#13;
