В.МаркевичauthorЗа останні десятиліття посилилась увага істориків до проблеми місцевого управління у самодержавній Російській імперії, зокрема активізуються дослідження взаємовідносин центральної та місцевої влади через кадрову політику призначень начальників губерній. Все більше уваги приділяють характеристиці особового складу губернаторів, оскільки саме вони управляли ввіреною територією від імені імператора. Призначення на цю посаду дієвого сановника було стратегічним завданням центральної влади. Із запровадженням міністерств вирішення кадрового питання перейшло до міністра внутрішніх справ, що дозволяє стверджувати про залежність від нього губернатора.
