%X According to the Constitution of Ukraine (article 51), “the family, childhood,   motherhood, and fatherhood shall be protected by the State” The system of central   and local government institutions for the protection of children’s rights has been   established in Ukraine to ensure the protection of children’s rights and to counter   negative factors in the children’s environment. This is in line with Article 3 of the UN   Convention on the Rights of the Child which stipulates that Member States shall   oblige to ensure compliance of all institutions, services and agencies for child care   and protection with the requirements established by relevant authorities, particularly   regarding safety, health care, personnel competency, and supervision requirements.
