%K The periods of the development of the concept of state and public education management from XVIII century to contemporary time are specified in the article. The conclusion is made, that in the development of cooperation between the state and public communities in school management the stages of total state centralization of management and intensification of political, public and professional educational movements in secondary education management were being changed.

Зроблено висновок, що у розвитку взаємодії держави і громадськості в управлінні шкільною освітою змінювалися етапи тотальної державної централізації управління та активізації політичних, громадських і професійних освітянських рухів в управлінні загальною середньою освітою
