In the article the causes of the practical inability of the multicultural project are re-vealed; it is offered the algorithm of the democratic-egalitarian policy, which provides not only for preservation of the cultural diversity, but also for expansion of the man?s democ-ratic participation in the process of the cultural interaction, that causes the establishment of the new cultural groups and their incorporations in the civil society.
