Abstract
У статті розглянуто тенденції розвитку системи управління загальною середньою освітою. Зроблено висновок, що ефективності управління освітніми системами можна досягти на основі делегування управлінських функцій від державних до самоврядних, освітніх і громадських структур. Саме мережа громадських управлінських структур у поєднанні з вертикалями державних і самоврядних структур зможуть забезпечити освітнім системам можливості для активного розвитку.
